Popisuje vzorce politick\u00e9ho jedn\u00e1n\u00ed st\u00e1t\u016f na z\u00e1klad\u011b pochopen\u00ed ide\u00e1l\u016f, praktik a politick\u00e9 \u201amechaniky\u2018, vyr\u016fstaj\u00edc\u00ed z\u00a0jejich historick\u00fdch zku\u0161enost\u00ed. <em>\u201eImplikuj\u00ed existenci intelektu\u00e1ln\u00edho vybaven\u00ed \u2013 podobn\u011b jako funguje filtr nebo \u010do\u010dka \u2013 skrze kter\u00e9 politikov\u00e9 vid\u00ed vn\u011bj\u0161\u00ed sv\u011bt. To pros\u00edv\u00e1 p\u0159ich\u00e1zej\u00edc\u00ed informace a vytv\u00e1\u0159\u00ed r\u00e1mec pro kroky k\u00a0prosazen\u00ed n\u00e1rodn\u00edch c\u00edl\u016f.\u201c<\/em> (Foreign Policy in World Politics, 1958). Tento pohled na mezin\u00e1rodn\u00ed vztahy n\u00e1m ne\u0159ekne, co bychom m\u011bli ud\u011blat, ale dob\u0159e n\u00e1m napov\u00ed, kter\u00e9 politick\u00e9 projekty nar\u00e1\u017eej\u00ed na \u201akonstanty\u2018 n\u00e1rodn\u00edch archetyp\u016f a proto budou ne\u00fasp\u011b\u0161n\u00e9, zat\u00edmco jin\u00e9 iniciativy se setk\u00e1vaj\u00ed s \u201aprom\u011bnn\u00fdmi\u2018 v\u00a0n\u00e1rodn\u00edm nev\u011bdom\u00ed, tedy mohou vy\u00fastit do uzav\u0159en\u00ed p\u0159ijateln\u00fdch a trval\u00fdch kompromis\u016f.<\/p>\n<p style=\"text-align: justify;\">P\u0159edstavitel\u00e9 Evropsk\u00e9 unie se pokou\u0161ej\u00ed vytunelovat pojem st\u00e1tu a suverenity, argumentuj\u00ed t\u00edm, \u017ee je to p\u0159e\u017eitek, \u017ee je to pojem zastaral\u00fd, nebo\u0165 st\u00e1ty jsou navz\u00e1jem propojeny, jako nikdy v\u00a0historii. Je to stejn\u00e1 argumentace, kter\u00e9 jsme \u010delili v\u00a0dob\u011b rozd\u011blen\u00ed \u010ceskoslovenska. Chce obej\u00edt z\u00e1kladn\u00ed principy pr\u00e1vn\u00ed teorie. V\u00a0na\u0161em p\u0159\u00edpad\u011b n\u011bjak nen\u00e1padn\u011b nahradit federaci konfederac\u00ed, v\u00a0p\u0159\u00edpad\u011b Unie naopak nepozorovan\u011b nahradit suverenitu \u010dlensk\u00fdch st\u00e1t\u016f. St\u00e1le plat\u00ed, \u017ee neexistuje kompromis \u2013 bu\u010f funguj\u00edc\u00ed federace, nebo spolupr\u00e1ce suver\u00e9nn\u00edch st\u00e1t\u016f. Lze s\u00a0jistotou p\u0159edpokl\u00e1dat, \u017ee by se budovatel\u00e9 evropsk\u00e9 integrace stali nejhorliv\u011bj\u0161\u00edmi zast\u00e1nci suverenity, jakmile by ji EU z\u00edskala.<\/p>\n<p style=\"text-align: justify;\">Evropsk\u00e1 integrace dosp\u011bla na hranici mo\u017enost\u00ed konfederativn\u00ed spolupr\u00e1ce a nar\u00e1\u017e\u00ed na konstanty n\u00e1rodn\u00edch archetyp\u016f. Nen\u00ed \u017e\u00e1dn\u00fd d\u016fvod pochybovat, \u017ee by pokus o federalizaci v Evrop\u011b nebyl procesem stejn\u011b bolestiv\u00fdm, jako tomu bylo nap\u0159\u00edklad v\u00a0d\u011bjin\u00e1ch USA. Sp\u00ed\u0161 naopak.<\/p>\n<p style=\"text-align: justify;\">N\u011bkte\u0159\u00ed politikov\u00e9 \u0161\u00ed\u0159\u00ed nepodlo\u017eenou my\u0161lenku, \u017ee m\u00edrov\u00e9 obdob\u00ed v\u00a0Evrop\u011b v\u00a0dob\u011b studen\u00e9 v\u00e1lky nastalo v\u00a0d\u016fsledku evropsk\u00e9 integrace. M\u00edr v\u00a0Evrop\u011b je z\u00e1sluhou Severoatlantick\u00e9 aliance. Pades\u00e1t let studen\u00e9 v\u00e1lky platily USA evropskou jadernou bezpe\u010dnost, u\u0161et\u0159en\u00e9 pen\u00edze slou\u017eily z\u00e1padn\u00ed Evrop\u011b k\u00a0budov\u00e1n\u00ed nev\u00eddan\u00e9ho blahobytu. K\u00a0v\u00e1lce v\u00a0Evrop\u011b skute\u010dn\u011b nedo\u0161lo, av\u0161ak nebylo to kv\u016fli utopick\u00fdm p\u0159edstav\u00e1m o evropsk\u00e9 integraci, ale v\u00a0d\u016fsledku \u00fapln\u011b jin\u00e9, zcela neevropsk\u00e9 filosofie \u0159e\u0161en\u00ed konflikt\u016f, kterou p\u0159ineslo\u00a0NATO.<\/p>\n<p style=\"text-align: justify;\">V\u00a0roce 1990 konflikty v\u00a0b\u00fdval\u00e9 Jugosl\u00e1vii Evropu p\u0159ekvapily. C. G. Jung v\u0161ak kdysi varoval: \u201eCel\u00fd n\u00e1rod nikdy nereaguje jako norm\u00e1ln\u00ed modern\u00ed jedinec, ale v\u017edy jako primitivn\u00ed skupinov\u00e1 bytost. \u2026 \u010clov\u011bk ve\u00a0skupin\u011b je v\u017edycky nerozumn\u00fd, nezodpov\u011bdn\u00fd, emocion\u00e1ln\u00ed, zmaten\u00fd a nespolehliv\u00fd. Zlo\u010diny, kter\u00e9 by jedinec nikdy nestrp\u011bl, voln\u011b p\u00e1\u0161e skupinov\u00e1 bytost.\u201c Prvn\u00ed pokus Evropsk\u00fdch spole\u010denstv\u00ed \u0159e\u0161it bezpe\u010dnostn\u00ed ot\u00e1zky na Balk\u00e1n\u011b v\u00a0r\u00e1mci sv\u00e9 filosofie (Vance-<em>Owen\u016fv m\u00edrov\u00fd pl\u00e1n) jen prohloubil<\/em> utrpen\u00ed a krveprolit\u00ed v\u00a0Bosn\u011b. Teprve radik\u00e1ln\u00ed z\u00e1sah NATO pod veden\u00edm USA prosadil Daytonsk\u00e9 dohody, sjednan\u00e9 v\u00a0\u00fapln\u011b jin\u00e9 filosofii, a vra\u017ed\u011bn\u00ed v\u00a0Bosn\u011b b\u011bhem \u010dtrn\u00e1cti dn\u016f ukon\u010dil.<\/p>\n<p style=\"text-align: justify;\">Zpochyb\u0148ovat suverenitu nen\u00ed jen politick\u00e1 chyba, kter\u00e1 m\u016f\u017ee m\u00edt hroziv\u00e9 n\u00e1sledky pro cel\u00fd sv\u011bt. Jung dokazuje, \u017ee v\u00a0politice p\u0159eva\u017euje psychologie. St\u00e1t je zrcadlov\u00fdm obrazem nev\u011bdom\u00fdch psychick\u00fdch sil ka\u017ed\u00e9ho n\u00e1roda. Zku\u0161enostmi v\u00a0Evrop\u011b vznikly hranice a st\u00e1ty, aby zabr\u00e1nily p\u0159\u00edm\u00fdm st\u0159et\u016fm sil, kter\u00e9 Jung popisuje takto: <em>\u201eN\u00e1rody jako nejv\u011bt\u0161\u00ed organizovan\u00e9 skupiny jsou z\u00a0psychologick\u00e9ho hlediska ne\u0161ikovn\u00e9, hloup\u00e9 a amor\u00e1ln\u00ed obludy podobn\u00e9 obrovsk\u00fdm je\u0161t\u011br\u016fm s neuv\u011b\u0159iteln\u011b mal\u00fdm mozkem. Jsou nep\u0159\u00edstupn\u00e9 rozumn\u00fdm argument\u016fm, jsou sugestibiln\u00ed jako hysteri\u010dt\u00ed pacienti, jsou d\u011btinsk\u00e9 a n\u00e1ladov\u00e9, bezmocn\u00e9 ob\u011bti sv\u00fdch emoc\u00ed. Nalet\u00ed na ka\u017ed\u00fd \u0161vindl, kter\u00e9mu se \u0159\u00edk\u00e1 slogan, jsou v\u00a0ohromuj\u00edc\u00ed m\u00ed\u0159e hloup\u00e9, \u017erav\u00e9, bezohledn\u00e9 a slep\u011b n\u00e1silnick\u00e9 jako n\u00e1hle probuzen\u00fd nosoro\u017eec. Perservuj\u00ed na ka\u017ed\u00e9m nesmyslu, na ka\u017ed\u00e9 emoci a k\u0159ivd\u011b, na ka\u017ed\u00e9m p\u0159edsudku, vzp\u00edraj\u00ed se ka\u017ed\u00e9 psychologick\u00e9 \u00favaze, chyt\u00ed se na nejlevn\u011bj\u0161\u00ed a nejpr\u016fhledn\u011bj\u0161\u00ed trik. V\u011bt\u0161inu \u010dasu tr\u00e1v\u00ed ve snech a primitivn\u00edch iluz\u00edch, co\u017e jsou obvykl\u00e9 ohl\u00e1vky \u2013ism\u016f. Pokud se neru\u0161en\u011b pop\u00e1saj\u00ed na otev\u0159en\u00e9m prostranstv\u00ed, jsou ospal\u00e9 a ne\u0161kodn\u00e9. Jakmile jim ale doch\u00e1z\u00ed potrava, za\u010d\u00ednaj\u00ed migrovat a stahovat se k\u00a0sousedn\u00edmu \u00fazem\u00ed, uchyluj\u00ed se k\u00a0n\u00e1sil\u00ed. Nelze je p\u0159esv\u011bd\u010dit, \u017ee lidsk\u00e9 bytosti v\u00a0pr\u016fb\u011bhu tis\u00edcilet\u00ed vyvinuly lep\u0161\u00ed metody a \u017ee jednotliv\u00ed lid\u00e9 v\u011b\u0159\u00ed v\u00a0rozum a inteligenci.\u201c<\/em> Evropsk\u00fd syst\u00e9m \u201avyva\u017eov\u00e1n\u00ed\u2018 od V\u00edde\u0148sk\u00e9ho kongresu umo\u017e\u0148oval ostatn\u00edm st\u00e1t\u016fm spojit se v\u00a0p\u0159\u00edpadech, kdy \u201aobludn\u00e9\u2018 emoce ovl\u00e1dly jeden st\u00e1t, kter\u00fd cht\u011bl naru\u0161it suverenitu druh\u00e9ho st\u00e1tu.<\/p>\n<p style=\"text-align: justify;\">Jung popisuje negativn\u00ed pr\u016fvodn\u00ed jevy, kter\u00e9 se objevuj\u00ed i v\u00a0opravdu demokratick\u00fdch st\u00e1tech, zalo\u017een\u00fdch na principu d\u011blby moci: <em>\u201eI skupinov\u00e1 bytost si v\u0161imne, \u017ee v\u00a0demokracii nar\u00e1\u017e\u00edte na pozoruhodn\u011b neinteligentn\u00ed omezen\u00ed svobody, kter\u00e9 ukl\u00e1d\u00e1 ka\u017ed\u00e9mu svobodn\u00e9mu a sv\u00e9pr\u00e1vn\u00e9mu ob\u010danovi neviditeln\u00e1, zcela legend\u00e1rn\u00ed bytost zvan\u00e1 St\u00e1t.\u201c<\/em> Kam n\u00e1s p\u0159ivede zru\u0161en\u00ed ochrann\u00e9ho pojmu svrchovanosti st\u00e1tu a vypu\u0161t\u011bn\u00ed prehistorick\u00fdch je\u0161t\u011br\u016f a oblud lidsk\u00e9ho nev\u011bdom\u00ed v\u00a0Evropsk\u00e9 unii, kter\u00e1 dlouhodob\u011b d\u011blbu a rovnov\u00e1hu moci nerespektuje? Zbyte\u010dn\u00e9ho omezov\u00e1n\u00ed svobody v\u00a0d\u016fsledku regulac\u00ed EU si musel v\u0161imnout ji\u017e ka\u017ed\u00fd.<\/p>\n<p style=\"text-align: justify;\">P\u0159esto mnoho lid\u00ed st\u00e1le je\u0161t\u011b v\u011b\u0159\u00ed utopick\u00fdm p\u0159edstav\u00e1m o integrovan\u00e9 Evrop\u011b a v\u011b\u010dn\u00e9m m\u00edru, ani\u017e by zkoumali, zda takov\u00fd projekt disponuje pot\u0159ebn\u00fdmi mor\u00e1ln\u00edmi kvalitami a politick\u00fdmi zku\u0161enostmi. Jak udr\u017eet pohromad\u011b zran\u011bn\u00e9 nev\u011bdom\u00ed velk\u00fdch evropsk\u00fdch n\u00e1rod\u016f, kter\u00e9 kdysi byly velmocemi a n\u00e1hle se ocitaj\u00ed na okraji sv\u011btov\u00e9ho d\u011bn\u00ed? Nedok\u00e1\u017ee-li to n\u00e1rodn\u00ed politick\u00fd syst\u00e9m, nem\u016f\u017ee to t\u00edm sp\u00ed\u0161e dok\u00e1zat ani nevyv\u00e1\u017een\u00fd mocensk\u00fd syst\u00e9m EU.<\/p>\n<p style=\"text-align: justify;\">Pocit k\u0159ivdy je nej\u010dast\u011bj\u0161\u00edm d\u016fvodem agrese. Evropsk\u00e9 mocnosti cht\u011bj\u00ed na posledn\u00ed chv\u00edli vzk\u0159\u00edsit svou d\u00e1vnou sl\u00e1vu uskute\u010dn\u011bn\u00edm po stalet\u00ed trvaj\u00edc\u00edho snu: podmanit si mal\u00e9 suver\u00e9nn\u00ed evropsk\u00e9 st\u00e1ty a na nich postavit vysn\u011bnou mocnou \u0159\u00ed\u0161i.<\/p>\n<ol style=\"text-align: justify;\">\n<li>G. Jung v\u00a0roce 1936 psal o podobn\u011b utopick\u00fdch p\u0159edstav\u00e1ch: \u201e<em>Sv\u011bt tehdy (p\u0159ed prvn\u00ed sv\u011btovou v\u00e1lkou) prosperoval, \u010dlov\u011bk v\u011b\u0159il tomu, co vid\u011bly jeho o\u010di a sly\u0161ely u\u0161i tomu, co musel \u0159\u00edkat filosofick\u00fd positivismus. Navzdory historick\u00e9 evidenci se pouh\u00e1 racion\u00e1ln\u00ed mo\u017enost velk\u00e9 v\u00e1lky zd\u00e1la b\u00fdt zav\u00e1d\u011bj\u00edc\u00ed a um\u011blou no\u010dn\u00ed m\u016frou, ni\u010d\u00edm v\u00edc ne\u017e stra\u0161\u00e1kem, kter\u00fdm se zakl\u00ednali politikov\u00e9 a novin\u00e1\u0159i, kdy\u017e nem\u011bli, o \u010dem by jin\u00e9m mluvili. Lid\u00e9 byli naprosto p\u0159esv\u011bd\u010deni, \u017ee mezin\u00e1rodn\u00ed finan\u010dn\u00ed a obchodn\u011b pr\u016fmyslov\u00e9 vztahy jsou vz\u00e1jemn\u011b prov\u00e1zan\u00e9 tak pevn\u011b, \u017ee vylu\u010duj\u00ed pouhou mo\u017enost v\u00e1lky. \u2026 Vypadalo to t\u00e9m\u011b\u0159, jakoby \u010dlov\u011bk a jeho ide\u00e1ly se u\u017e m\u011bly zmocnit zem\u011b a vl\u00e1dnout j\u00ed moud\u0159e ve prosp\u011bch v\u0161ech n\u00e1rod\u016f.\u201c<\/em> Skoro, jako bychom sly\u0161eli ozv\u011bnu hlas\u016f dne\u0161n\u00edch budovatel\u016f z\u00a0Bruselu. \u017dijeme ve stejn\u00fdch iluz\u00edch, kter\u00e9 ovl\u00e1daly Evropu v\u00a0dob\u00e1ch secese.<\/li>\n<\/ol>\n<p style=\"text-align: justify;\">Jung velmi dob\u0159e ukazuje, \u017ee p\u0159\u00ed\u010dinou v\u00e1lky nebyly jen chyby politik\u016f, ale p\u0159edev\u0161\u00edm selh\u00e1n\u00ed mor\u00e1ln\u00edch hodnot pod tlakem probouzej\u00edc\u00edch se prehistorick\u00fdch oblud zaklet\u00fdch v\u00a0lidsk\u00e9 psychice. <em>\u201eLidstvu se pomalu rozb\u0159esklo, \u017ee se chytlo do jedn\u00e9 z\u00a0nejhor\u0161\u00edch mor\u00e1ln\u00edch kriz\u00ed, jakou kdy poznalo.\u201c<\/em><\/p>\n<p style=\"text-align: justify;\">Pod\u0159eknut\u00ed francouzsk\u00e9ho presidenta Nikolaje Sarkozyho o odsunu francouzsk\u00fdch automobilek z\u00a0\u010cech<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a>, kter\u00e9 ostatn\u00ed evrop\u0161t\u00ed budovatel\u00e9 tak blahosklonn\u011b bagatelizuj\u00ed, je n\u00e1hledem do nev\u011bdom\u00e9 sf\u00e9ry francouzsk\u00e9 politiky. Ukazuje, \u017ee pojem jednotn\u00e9ho evropsk\u00e9ho trhu byl jen p\u0159echodnou z\u00e1le\u017eitost\u00ed, kter\u00e1 m\u011bla sv\u00e9 m\u00edsto, dokud z\u00e1padoevropsk\u00fd pr\u016fmysl pot\u0159eboval nov\u00e9 trhy a levn\u00e9 pracovn\u00ed s\u00edly. \u017de v\u0161echny principy jednotn\u00e9ho svobodn\u00e9ho trhu budou odvol\u00e1ny, kdy\u017e to velk\u00e9 st\u00e1ty pot\u0159ebuj\u00ed. Stejn\u011b jako maastrichtsk\u00e1 kriteria mus\u00ed respektovat jen mal\u00e9 st\u00e1ty, ale po velk\u00e9 platit nemus\u00ed. Stejn\u011b jako respekt k\u00a0rozhodnut\u00ed v\u00a0referendu sm\u00ed pro sebe vy\u017eadovat velk\u00e1 Francie, ale nesm\u00ed jej po\u017eadovat mal\u00e9 Irsko.<\/p>\n<p style=\"text-align: justify;\">Prvn\u00ed i druh\u00e1 sv\u011btov\u00e1 v\u00e1lka n\u00e1m daly z\u00e1sadn\u00ed pou\u010den\u00ed: velk\u00e9 st\u00e1ty v\u00a0Evrop\u011b nejsou schopny mor\u00e1ln\u011b ovl\u00e1dnout s\u00edly sv\u00e9ho kolektivn\u00edho nev\u011bdom\u00ed, a proto nesm\u00ed zaji\u0161\u0165ovat evropsk\u00fd m\u00edr. Jedinou ochranou je zvonit na poplach, jakmile kdokoli poru\u0161\u00ed principy rovnopr\u00e1vnosti v\u00a0jedn\u00e1n\u00ed s\u00a0kter\u00fdmkoli jin\u00fdm suver\u00e9nn\u00edm st\u00e1tem. Bude-li oslabena suverenita, budeme muset opakovat bolestn\u00fd tis\u00edcilet\u00fd v\u00fdvoj evropsk\u00e9 politiky, kter\u00fd dosp\u011bl po mnoha omylech k\u00a0po\u017eadavku posv\u00e1tn\u00e9 \u00facty k\u00a0suverenit\u011b st\u00e1tu a k\u00a0po\u017eadavku rovnopr\u00e1vn\u00e9ho postaven\u00ed st\u00e1t\u016f.<\/p>\n<p style=\"text-align: justify;\">Finan\u010dn\u00ed krize, kter\u00e1 p\u0159ech\u00e1z\u00ed do hospod\u00e1\u0159sk\u00e9 recese, ukazuje, \u017ee prehistorick\u00e9 obludy kolektivn\u00edho nev\u011bdom\u00ed se op\u011bt probouzej\u00ed. V\u00fdrok francouzsk\u00e9ho presidenta odhalil nepravdivost iluz\u00ed o altruismu velk\u00fdch st\u00e1t\u016f a uk\u00e1zal, \u017ee jsou zcela opr\u00e1vn\u011bn\u00e9 obavy z\u00a0Lisabonsk\u00e9 smlouvy, kter\u00e1 m\u00e1 d\u00e1t Francii a N\u011bmecku <em>\u201atrvalou vedouc\u00ed \u00falohu\u2018<\/em> v\u00a0\u0159\u00edzen\u00ed Evropy.<\/p>\n<p style=\"text-align: justify;\">Francouzsk\u00fd president mo\u017en\u00e1 sv\u00fdm v\u00fdrokem necht\u011bn\u011b vstoupil do evropsk\u00fdch d\u011bjin jako ten, kdo odstartoval novou \u201aepochu evropsk\u00e9 desintegrace\u2018, kter\u00e1 uk\u00e1\u017ee, \u017ee sou\u010dasn\u00fd pokus o integraci Evropy byl jen dal\u0161\u00ed slepou uli\u010dkou v\u00a0d\u011bjin\u00e1ch pokus\u016f o vytvo\u0159en\u00ed evropsk\u00e9ho imp\u00e9ria.<\/p>\n<p style=\"text-align: justify;\">Spole\u010dn\u00fdm hlavn\u00edm \u00fakolem nyn\u00ed mus\u00ed b\u00fdt nedopustit, aby se obludy n\u00e1rodn\u00edho nev\u011bdom\u00ed vymanily z\u00a0politick\u00fdch struktur suver\u00e9nn\u00edch st\u00e1t\u016f. Rozlept\u00e1v\u00e1n\u00ed t\u011bchto syst\u00e9m\u016f Lisabonskou smlouvou je hra s\u00a0ohn\u011bm, kterou si nyn\u00ed nem\u016f\u017eeme dovolit. V\u00a0roce 1936 p\u00ed\u0161e Jung: <em>\u201eOb\u00e1v\u00e1m se, \u017ee v\u00a0dne\u0161n\u00ed kontinent\u00e1ln\u00ed Evrop\u011b u\u017e st\u011b\u017e\u00ed jde o to, zda budeme m\u00edt v\u00edce nebo m\u00e9n\u011b svobody. V\u011bci za\u0161ly ve skute\u010dnosti tak daleko, \u017ee brzy i s\u00e1m probl\u00e9m svobody bude zastaral\u00fd.
